AI Operations Specialist (Data Scientist) Agency: Library of Congress

Experience: Mid

Continent: North America

Salary: $143,913 – $187,093 per year (GS-14)

Role Overview
This is a high-level Data Science position within the Digital Strategy Directorate. You will serve as a technical leader for the Responsible AI Program, focusing on the practical implementation of AI across the Library of Congress. Unlike typical research roles, this position is heavily operational: you will be translating complex business problems into data science solutions and creating the standards, code, and frameworks that other federal and cultural heritage sectors will follow.

Key Responsibilities
Technical Implementation: Develop, maintain, and maintain AI/ML models and algorithms to solve organizational problems and optimize Library operations.

Responsible AI Leadership: Establish the methods and best practices for the "Responsible AI" framework, ensuring ethical use, data security, and transparency.

Stakeholder Consultation: Act as an advisor to subject matter experts, translating high-level agency goals into executable machine learning projects.

Data Analysis: Work with massive, often "messy" datasets with incongruent variables to test hypotheses and predict outcomes.

Knowledge Sharing: Draft and present technical reports and findings to senior leadership and external partners in the library and cultural sectors.

Qualifications & Skills
Advanced Data Science: Proven ability to leverage AI/ML principles to build production-ready models.

Data Engineering: Expertise in data collection, preparation, and cleaning specifically for AI training sets.

Communication: Ability to explain complex mathematical and statistical principles to non-technical stakeholders.

Bargaining Unit: This is a non-supervisory, bargaining unit position.

Important Employment Conditions
Appointment Type: Term appointment (Indefinite, Not-to-Exceed 2 years).

Background Check: Requires a Public Trust background investigation (Moderate Risk).

Drug Policy: Federal law applies. Use of marijuana (including medical or state-legal) is prohibited and will disqualify applicants.

Remote Work: This is a fully remote position, though salary will be adjusted based on your specific duty station (locality pay).

How You Will Be Evaluated
The Library uses a two-step process:

Applicant Questionnaire: Your initial responses to the online questions.

Structured Interview: A deep dive into your technical and collaborative abilities.

Note: Skills marked with a double asterisk (**) in the announcement (like ML model development and data collection) are the most critical. You must demonstrate "fully acceptable experience" in these specific areas in your resume and interview to be selected.

Application Checklist
[ ] Resume: No page limitβ€”ensure it highlights the "double asterisk" skills mentioned above.

[ ] SF-50: Only required if you are a current or former federal employee.

[ ] Disability Certification: If applying under special hiring procedures (Selective Placement Program), must be from a state office or VA, not a private doctor.

[ ] Veterans' Preference: DD-214 (Member Copy 4) and/or SF-15 if applicable.
